GM's early hopes for the electric Chevy Volt were pretty much dashed by year's end. Even without a he-said-she-said exchange with the government over battery fires.

A number of incredible new products were launched this year. Apple introduced the iPhone 4S, a phone with voice command. And Boeing?s 787 Dreamliner? ? a fuel efficient jet built of carbon composite? ? finally had its first commercial flight. But not all products and services launched this year did well. Some failed miserably. 24/7 Wall St. looked at the biggest product launches of 2011 in order to identify the worst of the lot.

24/7 Wall St.: The best- and worst-run companies in America

Products generally fail because they are either inferior versions of already successful products or they have little-to-no demand. Research In Motion?s PlayBook is the greatest example of the former. There was no room for a poorly designed tablet in a market dominated by the upmarket iPad and its inexpensive cousin Kindle Fire. The Playbook was widely panned. RIM publicly blamed its weak sales on competitive shifts in the market, referring to the release of Kindle Fire.

Many companies also often fail to understand consumer sentiment and, as a result, do not accurately estimate demand for the product. When Netflix announced it would spin off its DVD-by-mail service in the form of a new service called Qwikster, customers were outraged. Nobody wanted the new site and nobody wanted to pay extra money for it. As a result, it failed before it even got off the ground. The Qwikster blunder ended up costing Netflix many customers.

These are the biggest product flops of the year.

1. Ashley Push-Up Triangle

  • ?Company: Abercrombie & Fitch

While no stranger to controversy, Abercrombie & Fitch seemed to have crossed a line this time. In March the retailer unveiled its spring line for Abercrombie Kids, a division targeting children ages 8 to 14. Included in the line was the ?Ashley? Push-Up Triangle, a bikini top with padding. The launch prompted a violent response from parent groups. Several child development experts also criticized the top because it sexualized young girls. At first, Abercrombie tried to address the concerns by reclassifying the top as padded and saying it was not intended for very young girls. It stated on Facebook: ?We?ve re-categorized the Ashley swimsuit as padded. We agree with those who say it is best ?suited? for girls age 12 and older.? But while the bottoms are still available, the bikini top is no longer featured on the company?s website.

2. Qwikster

In September Netflix announced that it would be separating its online streaming service and its DVD mail service. Streaming was going to continue under the Netflix brand, while DVD-by-mail was going to operate under a new website called Qwikster. The change and the accompanying increase in prices outraged customers, leading the company to kill off Qwikster before it was even launched. CEO Reed Hastings announced this decision in a blog post on the company?s website in which he began, ?I messed up. I owe everyone an explanation.? The blog post was mobbed with more than 27,000 comments from angry customers. The ordeal cost the company approximately 800,000 customers.

3. Volt

  • ?Company: General Motors

GM was originally so excited about the Volt that the company had announced in January it was speeding up its roll-out by six months. But by November the excitement had fizzled out. Larry Nitz, GM?s executive director for vehicle electrification, told Reuters ?It?s naive to think that the world is going to switch tomorrow to EVs (electric vehicles).? Indeed, sales for the vehicle have been consistently low. Only 125 models were sold in July 2011. This was after GM spokeswoman Michelle Bunker was quoted as saying that the Volt was ?virtually sold out? due to its popularity ? a statement later shown to be misguided. Adding insult to injury, Chevy Volts are under investigation for fires involving the cars? lithium-ion batteries. For concerned Volt owners, GM has offered free loaner cars.

4. HTC Status (Facebook phone)

In June of this year, AT&T announced the HTC Status. The Status was the first, and likely the last, smartphone with a dedicated Facebook share button. At the time of its launch, AT&T hoped it would be incredibly popular among Facebook users. ?We can?t wait to put the HTC Status in the hands of our young customers who will waste no time tapping into Facebook to update their friends,? said AT&T Senior VP of Devices Jeff Bradley in a statement. But sales were significantly lower than the company had originally expected, and rumors that the phone would be discontinued quickly spread. Given the ease with which users can access Facebook on other smartphones, the case for owning the Status was not very strong. Despite its low sales, AT&T has defended its product, stating, ?The HTC Status is a great product and our plans for it to be part of our portfolio haven?t changed.?

5. PlayBook

  • ?Company: Research In Motion

The PlayBook was one of the most anticipated consumer electronic products of 2011 and ?one of RIM's most important roll-outs,? as?The Wall Street Journal?put it. It was the company?s first attempt at competing with Apple in the tablet space. Leveraging the success of the BlackBerry, many hoped it would be the businessman?s answer to the iPad. Unfortunately, the BlackBerry App World had few well-regarded apps, critical to compete with the iPad and Apple?s App Store. Following poor sales, RIM lowered its sales target for the second quarter of 2011 to one-third of what it had been originally, according to research firm DigiTimes. In a statement, RIM blamed the poor sales on ?several factors, including recent shifts in the competitive dynamics of the tablet market,? by which it was referring to the popular Kindle Fire. The company attempted to get its product off the ground with aggressive promotions, which caused it to lose $485 million in discounts on the tablet in the third quarter.

6. Fiat 500

This year, Fiat released its new 500 ? a three-door car that is under 12 feet long. The car was expected to be a big seller, rivaling BMW?s Mini. Even before the car?s launch, however, detractors were predicting failure. Alan Mulally, CEO of Ford, stated in?Panorama?magazine, ?I do not see large market in the U.S.A. for a smaller car than the Fiesta. Those that tried failed.? He was right. According to online magazine?DailyTech,??Fiat expected to sell 50,000 500s during 2011 in North America. Through the first seven months of 2011, Fiat sold fewer than 12,000.? Sales were so poor that Chrysler Group, which manages the Fiat brand in the United States, ousted U.S. chief Laura Soave this past November.

7. Mars Needs Moms

Following the release of?"Avatar" in 2009, Hollywood had a new cash cow in the form of 3-D films. This all changed with the release of director Simon Wells?s "Mars Needs Moms" ? a flop of epic proportions. Disney, of course, was expecting another hit. The film cost $175 million to make. In its opening weekend it brought in just $6.9 million. According to movie data website The Numbers, "Mars" lost an estimated $130 million in worldwide gross sales, the biggest money loser of all time. Journalist Brooks Barnes wrote in the?New York Times,??In the movie business, sometimes a flop is just a flop. Then there are misses so disastrous that they send signals to broad swaths of Hollywood.? "Mars"signaled that the market has become saturated and that digitally animated family films are not the sure thing they once were.

Lawyer says soldier shooting client was attacked (AP)

SAN BERNARDINO, Calif. ? The lawyer for the California man charged with the attempted murder of an Afghanistan war veteran said his client was under attack when gunfire rang out.

Ruben Ray Jurado, 19, was charged Tuesday with attempted murder and multiple sentencing enhancements for using a firearm in the shooting that critically wounded Christopher Sullivan, 22, a Purple Heart recipient. Jurado was scheduled to be arraigned by video conference call Wednesday afternoon but that was postponed until Thursday morning when Jurado asked to attend the hearing in person.

Sullivan was home for the holidays at a homecoming party when a fight began over football, authorities said. When Sullivan moved to break it up, gunfire broke out, police said.

Defense attorney Michael J. Holmes said Tuesday that he wanted to talk to his client and the district attorney before commenting further on the case.

"It appears that he was being attacked and he was on the ground and was being kicked in the back, stomach, the head, and that is consistent with the injuries that I observed," Holmes said. "It is alleged at that point that Mr. Sullivan was shot."

Authorities said Jurado, who had played football with Sullivan in high school, began arguing with Sullivan's brother over football teams at the party Friday night and then punched him. Sullivan intervened and Jurado pulled a gun and fired multiple shots, hitting Sullivan in the neck, police said.

Sullivan remains in critical condition. His relatives said the gunfire shattered his spine and left him paralyzed from the neck down.

"He's opening his eyes more," his 20-year-old brother, Brandon Sullivan, told The Associated Press. "We're just waiting day by day."

Sullivan was wounded in a suicide bombing attack last year while serving with the military in Afghanistan. He suffered a cracked collarbone and brain damage in the attack and had been recovering in Kentucky, where he is stationed, before coming home for the holidays.

Sullivan was a wrestler and football player in high school in San Bernardino, about 60 miles east of Los Angeles. He had nine months to go in the military and then planned to become a firefighter or police officer. He always liked to help people, his brother said.

"Say there was a person at school who never had friends or nothing ? Chris would be the person who would go up to him and try to be his friend. He didn't like people to feel alone," Brandon Sullivan said. "He always had a smile on his face."

Santorum who? Republican candidate gets timely poll surge (Reuters)

MASON CIY, Iowa (Reuters) ? Rick Santorum may be getting his shot at the spotlight -- in the nick of time.

Struggling for months to gain traction in the race for the Republican presidential nomination, the former Pennsylvania senator has moved into third place in Iowa, according to a new poll commissioned by CNN and Time magazine.

It couldn't come at a better moment for Santorum. The social conservative, who has languished in most opinion polls, could use the momentum from a surge to sustain his campaign after January 3, when Iowans choose their nominee.

That would be the latest twist in a nominating contest that has been punctuated by a rotation of "in" candidates seen as an alternative to Mitt Romney, the former Massachusetts governor, around whom social conservatives have failed to coalesce.

Pizza executive Herman Cain, Texas Governor Rick Perry, and Minnesota Representative Michele Bachmann have each had rises and falls, respectively.

But Santorum has stayed consistently low in the polls, until now.

"We've always felt we could trust the people of Iowa, that when they got down to the time they were going to look at all the candidates and measure up to people they've had the opportunity to see, that they would do well," Santorum said in an interview with CNN on Wednesday.

Romney came in first place in the poll, ahead of Texas Congressman Ron Paul, who came in second.

Santorum earned the support of 16 percent of Iowa voters surveyed by the news organizations, compared to 25 percent for Romney.

Santorum has virtually moved to Iowa, concentrating his hopes on the state's social conservatives who share his strict opposition to abortion and gay marriage.

He has visited all 99 of Iowa's counties and courted every leading religious group in the state, campaigning regularly in the diners, town halls and community centers that are so crucial to the type of personal contact that Iowa voters demand.

Success in Iowa may not mean he has a pathway to the Republican nomination, however, even if he becomes the latest Romney alternative.

"Santorum is benefiting from all of his quality time in the state," said Republican strategist Ron Bonjean. "However, any placement will be hard to sustain in other states where he lacks presence, organization and resources."

Santorum has polled consistently around 3 percent nationally and between 5 percent and 10 percent in Iowa. (additional reporting by Sam Youngman and Samuel P. Jacobs)

Avastin May Help Some With Ovarian Cancer: Studies (HealthDay)

WEDNESDAY, Dec. 28 (HealthDay News) -- Two new studies suggest that the drug Avastin may lengthen progression-free survival by about four months for women with ovarian cancer.

What isn't clear yet is whether adding Avastin (bevacizumab) will make a difference in overall survival. One study suggested it would, while the other study didn't find a difference in overall survival between two treatment groups.

"The bottom-line results are a 28 percent reduction in disease progression with patients on continued bevacizumab compared to the standard treatment group. There was a 3.8 month median difference in progression-free survival," said Dr. Robert Burger, author of one of the studies and director of the Women's Cancer Center at Fox Chase Cancer Center in Philadelphia.

"We still have to fine-tune or optimize this sort of new paradigm of treatment. This regimen [chemotherapy plus continued Avastin] could be considered a frontline option for patients with advanced ovarian cancer. However, there are some risks to the treatment, and we haven't shown an impact on overall survival. But, in the European trial, they saw an overall survival benefit," Burger added.

"I think the difficult reality is that these studies are not clear-cut," said Dr. Len Lichtenfeld, deputy chief medical officer for the American Cancer Society. "The improvements in progression are modest and appear to be greater for women who have worse disease. What this ultimately means is that it's absolutely important for doctors treating women with advanced ovarian cancer to read these studies very carefully so they know who may benefit and the risks of treatment, and to counsel their patients very carefully before moving forward with Avastin treatment," Lichtenfeld explained.

"This is not a case where treatment can be initiated in every woman. The benefits for many women are modest at best," he added.

Results of both studies are published in the Dec. 29 issue of the New England Journal of Medicine. The studies were funded by Roche and Genentech (a Roche-owned company). Burger said Genentech played no role in the study design or analysis.

Burger's study included almost 1,900 women with newly diagnosed stage 3 or stage 4 epithelial ovarian cancer. All of the women had undergone surgery to remove as much cancer as possible. They were then randomly assigned to one of three treatment groups: standard treatment including paclitaxel and carboplatin chemotherapy; the Avastin-initiation group that included the standard chemotherapy and Avastin for the second through sixth treatment cycle; and the Avastin maintenance group that included chemotherapy plus Avastin for up to the 22nd treatment cycle.

The average progression-free survival was 10.3 months for the standard group, 11.2 months for the Avastin-initiation group and just over 14 months for the Avastin-maintenance group. There was no difference in overall survival for the three groups.

The European study included more than 1,500 women with varying types of ovarian cancer. Most had epithelial ovarian cancer, but the severity ranged from early-stage disease to stage 4. Seventy percent of the women enrolled in this study had stage 3 or stage 4 cancer.

The women were randomly assigned to receive either standard chemotherapy treatment or chemotherapy plus Avastin for up to 12 cycles of chemotherapy. The dose of Avastin used in this trial was half of what was used in Burger's trial.

Progression-free survival was 20.3 months for the standard group and 21.8 months for the standard therapy plus Avastin. In women who were considered at high risk for progression, the progression-free survival was 14.5 months on standard therapy and 18.1 months with the addition of Avastin. Overall survival in high-risk women was 28.8 months for women on standard chemotherapy and 36.6 months for standard therapy plus Avastin.

High blood pressure is a common side effect of Avastin, but Burger said that in most cases, it can be controlled with blood pressure medication. Another serious side effect associated with Avastin is bowel perforation, which means a hole opens in the bowel wall. This side effect occurred in fewer than 3 percent of women treated, but occurred twice as much in women taking Avastin.

Published reports peg the cost of the drug at somewhere between $4,000 and $9,000 a month, depending on co-pay assistance that's available from Genentech, Avastin's manufacturer. In a previous study, another research group looked at the cost effectiveness of treatment with Avastin in Burger's trial and found the standard treatment arm of the trial cost $2.5 million. Treating the Avastin-initiation group cost $21.4 million and the Avastin-maintenance group cost $78.3 million, according to the study, which was published in the March 7 issue of the Journal of Clinical Oncology. And, most of those costs came directly from the cost of the medication. Those researchers concluded that Avastin was not a cost-effective medication.

"We don't want cost to be a deciding factor, but for many women with ovarian cancer, cost may be a significant factor, and it needs to be weighed in the equation," Lichtenfeld said.

Avastin isn't approved in the United States for the treatment of ovarian cancer, so some insurance companies may balk at paying for it. Plus, the U.S. Food and Drug Administration pulled Avastin's approval for the treatment of metastatic breast cancer in November because the FDA found the risks of the drug outweighed its modest benefits. Avastin is still approved for the treatment of some types of colon, lung, kidney and brain cancer in the United States.

However, the drug was just approved by the European Union for use in ovarian cancer in combination with chemotherapy.

IMF says expects January talks with Egypt (Reuters)

CAIRO (Reuters) ? The International Monetary Fund (IMF) said on Tuesday it planned to meet with Egyptian authorities to discuss the country's economic problems but added that any funding would have to be based on benchmarks that had broad political support.

Egypt, whose economy has been hammered by the uprising that unseated Hosni Mubarak in February, turned down a $3 billion IMF facility in June, but ministers have indicated the country may now be prepared to return to the negotiating table.

"The IMF team is looking forward to discussions in January with the authorities on their economic program to address Egypt's difficult economic and financial situation," an IMF representative said in an emailed statement. It said it was too early to discuss specific measures.

Economists say Egypt is heading for a currency crisis if it does not swiftly stabilize an economy battered by the political turmoil, which has prompted an exodus of investors and tourists.

Because of worsening economic conditions the country may now need as much as $15 billion to stave off a full-blown financial crisis, some economists say.

Dozens of protesters have died in clashes with the army, the budget deficit has mushroomed, the cost of domestic borrowing has increased, foreign reserves have fallen and demand for Egypt's exports has fallen as the global economy weakened.

The IMF said it had remained "in close contact" with Egyptian authorities since early November on possible funding, but security concerns caused it to postpone a planned visit to Cairo in mid-December.

On Thursday, Prime Minister Kamal Ganzouri said told the nation on television that Egypt had gone to the IMF but the international body had not responded.

"Regarding the IMF, we were told it was necessary for Egypt to deal with the IMF to get loans. Our colleagues made the request, but nothing has come yet ... today we still request but they (the IMF) asked for a short delay."

EXTREME NEED

In its statement, the IMF said benchmarks for any funding package would need to "come from a program that is designed and owned by the Egyptian authorities and enjoys the broad political support necessary for its successful implementation."

On most occasions as government officials seem to edge close to signing up, Egypt's army has indicated its reluctance.

"The easiest thing would have been for the military council to accept the loans from abroad, give it to Egyptians to live a better life and then hand over power and the Egyptian people would have been responsible to repay these debts," General Mokhtar al-Mullah told reporters this month.

"So we have said that these loans are only for extreme need," Mullah told a group of reporters.

Al-Ahram newspaper reported on Sunday that the governor of Egypt's central bank and four ministers had agreed the country had no choice but to borrow money from abroad to plug a $10 billion to $12 billion financing gap.

It quoted the Central Bank Governor Farouk el-Okdah as saying the budget deficit in the year that began on July 1 could rise as high as 182 billion Egyptian pounds ($30.2 billion) instead of the 134 billion forecast last June.

Egypt's foreign currency reserves plunged to about $20 billion in November from $36 billion at the end of 2010, and economists say this could force the country to devalue its currency as soon as the first quarter of 2012.

After six years, Cameron Crowe has finally delivered his (non-doc, non-music video) follow-up to Elizabethtown -- and he's brought with him an impeccable cast that includes Matt Damon, Thomas Haden Church, Elle Fanning, and... drum roll please... the subject of this week's feature, Scarlett Johansson! A multiple Golden Globe nominee, tabloid fixture, and object of desire for a sizable segment of the population, Johansson stars opposite Damon in We Bought a Zoo as a character who may nor may not be a Manic Pixie Dream Girl. We aren't sure yet -- but we do know we like Scarlett, and it's about time we paid tribute to some of her finer film moments. Let's go Total Recall!

If you had to choose a director to tastefully burnish a wide sentimental streak, you could do a lot worse than Robert Redford, and 1998's The Horse Whisperer, based on the Nicholas Evans novel of the same name, stands as glowingly compelling proof. Starring as an embittered amputee, the teenage Johannson held her own against an all-star cast that included Dianne Wiest, Kristin Scott Thomas, Sam Neill, and Redford himself -- and impressed critics like Maitland McDonagh of TV Guide, who warned, "Curl your cynical lip if you want, but there's a place for heartwarming, life-affirming, even weepy dramas."

Before Hollywood gave us multiple versions of The Girl with the Dragon Tattoo, we got Girl with a Pearl Earring, Peter Webber's adaptation of the Tracy Chevalier novel that purports to tell the story behind the Vermeer painting of the same name. Johansson stars as Griet, Vermeer's maid, who captivates the painter (played by Colin Firth) and aggravates tensions with his covetous patron (Tom Wilkinson) and jealous wife (Essie Davis). While Earring wasn't a huge hit, and critics generally agreed the book was better than the movie, it still entertained writers like Shawn Levy of the Oregonian, who argued, "It offers a credible account of artistic inspiration inside of a blissfully peaceful and painfully lovely shell."

Finally capitalizing on Hollywood's long-held knowledge that a movie titled Scarlett Johansson Jumps Around in a Tight Leather Catsuit would make $100 million, Jon Favreau cast Scarlett as the mysterious Natasha Romanoff -- a.k.a. Black Widow -- in Iron Man 2, thus finally giving her a part that required her to jump around in a tight leather catsuit. That wasn't enough for most critics to forgive the fact that the second Man was generally less fun than its predecessor, but it still did pretty well on the Tomatometer -- and with scribes like Tom Long of the Detroit News, who wrote, "There are too many new characters, too many crossing story lines, not enough romance and our hero's a smug jerk for the first half hour. Who cares? Iron Man 2 still rocks."

After Batman Begins hit big, Christopher Nolan and Christian Bale had their pick of projects to choose from -- and they opted to reunite for The Prestige, a film Nolan had been eyeing since his post-Memento days. In this adaptation of the Christopher Priest novel, Bale stars opposite Jackman in the tale of two feuding early 20th century magicians who battle on the stage (where they sabotage one another's acts) and off (where they vie for the affections of a lovely assistant, played alluringly by Johansson). With a plot hinging on a series of progressively more unpredictable twists and turns, The Prestige was bound to provoke a number of divergent responses -- and it did, splitting RT's top critics almost down the middle -- but with gross receipts over $100 million and a Certified Fresh Tomatometer score, it packed enough of a suspenseful flourish to earn praise from scribes such as Peter Travers of Rolling Stone, who observed, "there are nifty tricks galore up the sumptuous sleeve of this offbeat and wildly entertaining thriller."

Before they teamed up for Vicky Cristina Barcelona, Johansson served as Woody Allen's muse in Match Point, a thriller about the doomed love affair between an adulterous retired tennis player (Jonathan Rhys Meyers) and the beautiful woman (Johansson, natch) he woos away from her fiancee and uses as a distraction from his wife (Emily Mortimer). Something of a grim departure for Allen, Match Point retains his fondness for tangled relationships, but instead of using them as grist for mere conversation about the battle of the sexes, they serve as the prelude for one of Allen's darkest third acts. "To call Match Point Woody Allen's comeback would be an understatement," warned Entertainment Weekly's Owen Gleiberman. "It's the most vital return to form for any director since Robert Altman made The Player."

New 'Spartacus: Vengeance' trailer: Even Rome bleeds


In case the title of "Spartacus: Vengeance" wasn't already a big enough tipoff, the latest trailer for the Starz series hammers home the point that the new season will be all about revenge.

The vengeance-seeking isn't completely on the slaves' side, though: The 90-second teaser opens with Gaius Claudius Glaber (Craig Parker) discussing the losses Rome has suffered to "this festering disease of rebellion," and he later vows to "kill them all."

Spartacus (Liam McIntyre), of course, has his own ideas about that and is vowing to gather an army of slaves to make the republic bleed. The trailer also features the usual array of well-choreographed and gruesome fight scenes, including one that ends with a gladiator having his entire face sliced off.

Also, Lucy Lawless shows off some extremely convincing crazy eyes as the not-dead Lucretia. Considering what she's been through, Lucretia is probably entitled to a little madness.

"Spartacus: Vengeance" debuts Friday, Jan. 27 on Starz. What do you think of the new teaser?

Reform suddenly swells Chilean voter rolls (AP)

SANTIAGO, Chile ? Chile's democracy is in for a major shake-up, with millions of citizens now added as registered voters.

The nation's Senate passed a reform that increases Chile's voting rolls by more than half, from 8.1 million to 12.6 million registered voters in the country of 17 million.

President Sebastian Pinera on Wednesday called the previous night's 25-8 vote a historic achievement, comparable to Chile's adoption of secret ballots in 1874 and of women gaining the right to vote in 1949.

Until now, registration was voluntary, but voting thereafter was mandatory, with $150 fines levied for failing to show up at the polls. The dictatorship-era system proved such a disincentive that fewer citizens bothered to register, giving an ever-smaller group of older voters a disproportionate say.

The new law automatically registers Chilean citizens on their 18th birthday, but makes voting optional.

Government spokesman Cristian Larroulet called it a much-needed improvement to Chile's political system.

"Our democracy has been getting older, it has been losing prestige," Larroulet said. "We need to bring politics closer to the people."

Nearly three-fourths of the new voters are less than 30 years old and part of a generation energized by this year's massive protests for changes in education funding. Municipal elections in October will provide a first test of the youth vote ahead of presidential and congressional elections in 2013.

"We now have a gigantic challenge: Perhaps because of this, many of us will be replaced in the future. I don't have the least doubt that there will be brutal changes in Chilean politics," opposition Sen. Ricardo Lagos said. "If we add to this what hopefully will be a reform of the two-party system and enable Chileans abroad to vote, we're going to get ever closer to a better and more healthy democracy."

Chile's system of dividing the spoils between center-right and center-left coalitions is next up for change. Created by the so-called "brains" of Gen. Augusto Pinochet's dictatorship, the late Sen. Jaime Guzman, it has all but insured that minority parties are kept out of Congress.

In Chile, both senate seats from each region are up for grabs in every other election, and unless a coalition collectively wins at least two-thirds of all the region's votes, it can be left out entirely. For example, if one coalition's candidates win 60 percent and 5 percent, and the other's win 55 percent and 12 percent totaling 67 percent, or two-thirds of votes, the latter party wins both seats, even though neither of its candidates was the top vote-getter.

Opposition Sen. Ignacio Walker called on Pinera to keep his promise and send to Congress a project to modify the law.

"Unless the binomial system is changed, we won't have an authentic democracy," he said.
